Milan Police Department Incident and Activity Summary for April 14th thru April 25, 2013

This is a summary of incidents that the police department responded to over the last week. It is meant to provide a review of the type and variety of issues occurring in the community that the PD handled. It does not reflect every incident responded to, as some may be too sensitive to list on a document of this nature, while others are still under investigation. All names of complainants, suspects, and witnesses, as well as residential addresses have been omitted to insure privacy. In some cases the street name has also been left off.

General Notes and Definitions:

• CFS is the Call for Service or police incident number of the given case.

• The next number in line is the military time an incident occurred or was reported.

• Property checks include activities such as checking buildings; they also include checking residences when citizens ask for additional attention due to being out of town.

• Foot Patrols include activities where officers get out of their cars and walk downtown, in and around businesses, through neighborhoods, as well as at the schools.

• Community/public Relations include community or special events that officers work or participate in; they also include instances where an officer stops in at a business and checks in with the owner/employees, or touches base with citizens while conducting patrols in and around neighborhoods to talk, share information, or provide crime prevention tips.

• Medical/Fire Tally is the total of all EMS and Fire runs dispatched out of the Milan PD Dispatch Center each day. Those that occur in town will continue to be detailed under a CFS on the given days, however since this is a Fire Authority and serves areas outside the city limits, the tally serves to reinforce the totality of Fire and EMS runs dispatched.

• Family Troubles/Domestics are incidents where the PD is called involving any number of disputes between spouses, ex-spouses, boyfriend/girlfriends, ex-boyfriends/girlfriends, custody disputes, as well as property disputes. In these cases, police investigation may not result in formal enforcement action, nonetheless the police are called upon to intervene, insure safety, keep the peace, and attempt to assist in providing solutions.

• Peace Keeping/Civil Matters/Miscellaneous Disputes are incidents that involve some sort of conflict that does not rise to the level of a crime, however the police are called to try and mitigate and/or resolve the issues, assist the disputants solve the underlying problems, stand by while property is removed, resolve neighbor problems, stand by during custody exchanges, or simply keep the peace between individuals that are arguing with one another.

 

• Threats/Harassment Complaints include verbal threats, harassing/threatening text messages, and threatening/harassing telephone calls.

• Noise Complaints include any number or ordinance violations such as loud music, loud parties, construction noises, loud engines/exhausts, disturbing the peace, etc.

• Liquor Inspections are required by the State Liquor Control Commission. They involve inspecting establishments that sell alcohol to insure minors are not being served; individuals are not being over-served; licensing guidelines are being followed; and there are no disturbances, disorderly conduct or other illegal activities taking place.

• Traffic Arrests are arrests for drunk driving and license violations, such as Driving on a Suspended License, Driving Without a License in Possession; Operators License never Acquired.

Thursday April 25

CFS#2687 2325 W Main Suspicious Person
Ofc McLaughlin observed a subject on foot who appeared intoxicated and stopped to check on him. Subject advised he was walking home and declined a ride.

CFS#2683 1812 Ferman/Second Solicitor
Sgt Butler responded to above to check the area for a suspicious subject going door to door trying to sell a security system. Sgt checked area and the subject was gone.

CFS#2682 1651 Dexter Juvenile Complaint
Sgt Butler responded to check area for a male wearing a grey hoodie with dark hair that was riding a scooter through the parking lot of the restaurant. Ofc checked area and the subject was gone.

CFS#2678 1148 Lee St Assist Citizen
Caller advised there are low hanging wires on a tree in the front yard. Officer Burgos responded and advised that there is not a hazard at this time, but would follow-up.

CFS#2669 and 2668 0517 E Main/Ferman Parking Complaint
Two vehicles parked downtown in a posted no parking zone.

Wednesday April 24

CFS#2662 2329 Warrant Arrest Attempt
Ofc. Walters and Ofc McLaughlin attempted to locate a subject wanted on outstanding Milan PD warrants.

CFS#2662 2225 Dexter Raccoon Problem
Ofc McLaughlin responded to the area for a raccoon stuck in a trash can. Raccoon managed to free itself.

CFS#2658 1756 W Main Possible Drunk Driver
Ofc Walters responded to the area for a possible drunk driver driving a baby blue Ford F150. Ofc was unable to locate it.

CFS#2656 1721 MIPD Citizen Assist
Ofc Terrill went to the Senior Center and retrieved a purse that caller reported leaving behind after a class. Ofc recovered purse and subject picked it up from PD.
CFS#2655 1652 Redman Larceny
Ofc Terrill responded to a report of a jacket that had been stolen.

CFS#2654 1655 Jefferson Ln Recovered Stole Property
Ofc Terrill recovered a GPS unit from the larcenies from autos that happened a few weeks ago.

CFS# 2653 1356 35 Neckel Found Property
Officer Terrill returned a visa card to the owner. The card was found and turned into the PD by a citizen.

CFS# 2652 824 Platt/Riverbend Crossing Detail
School Resource Officer Heams helped the crossing guard with the children due to the traffic light not working properly.

CFS# 2651 805 WCSD Warrant Arrest
Washtenaw County Sheriff Office reported arresting a subject on outstanding Milan PD warrants.

CFS#2648 0326 W Main Suspicious Person
While on patrol, Ofc McLaughlin observed 2 males walking toward a store from a parked vehicle. The store was closed. Ofc spoke to the subjects and contacted a store rep. He learned they were there to clean; nothing amiss.

CFS#2645 0101 Wabash Suspicious Person
Ofc McLaughlin was dispatched to the establishment on a report of a person creating a disturbance. The subject agreed to leave w/o further incident.

Tuesday April 23

CFS#2642 1831 Bobwhite Ln Suspicious Vehicle
Sgt Butler responded to a suspicious vehicle reportedly parked behind caller’s house for 2hrs. The vehicle was gone upon Ofc’s arrival.

CFS# 2637 1059 Noise/Civil Matter
Ofc responded to a report of loud yelling. Subject advised it was an argument. It was occurring by phone over custody issues. Subject agreed to quiet down.

CFS#2633 0538 MIPD Warrant Arrest
Ofc House handled a report from District Court advising a subject had appeared on an outstanding Milan PD arrest warrant for Open Intoxicants and Unlawful Blood Alcohol Level.

CFS#2629 0142 Assist Monroe County Sheriff Department
Ofcs Chatell/House assisted Monroe County looking for a subject in the city.

CFS#2626 0043 Milan Middle School Open Door
Ofc House was conducting a property check at the school and found an open door. Door was secured.

Monday April 22

CFS#2622 2131 Cherry Lane Dr Suspicious Incident
While on patrol Ofc House observed a garage door light flashing at a residence. Ofc made contact with homeowner and they checked the garage. Something had fallen onto the floor and was blocking the sensor; problem corrected – nothing amiss.

CFS#2617 1736 Willana Found Dog
Subject reported finding a Beagle. Subject called back and reported she had located the owner and returned the dog.

CFS#2615 1522 Harassment Complaint
Sgt Nieman met with a subject regarding possible harassment.

CFS#2613 1229 Dave’s Towing Impound
Sgt Couture handled paper work on a private property impound.

CFS#2611 1110 S Platt Assist Other Agency
Sgt Couture delivered a message to an employee for Saline PD.

Sunday April 21

CFS#2598 2117 Ferman/Michigan Possession of Drugs
While on a traffic stop Sgt Nieman detected an odor of marijuana coming from inside the vehicle. Investigation resulted in the recovery of a very small amount of marijuana in a baggie, as well as an Oxycontin pill that he did not have an Rx for. Subject released pending prosecutor’s review.

CFS#2597 2054 North Suspicious Incident
While on patrol Ofc Chatell observed a rear door to the Middle School open near the pool area, and a vehicle backed up to the building. The officer checked the building and located the swimming coach inside finishing up swimming practice for the night. No problem found.

CFS#2593 1903 Wright Ln Parking Complaint
Sgt Nieman responded to a report of a van that has been sitting in front of an address for approx 10 days w/out being moved. Sgt tagged vehicle with a 48 hour notice.

CFS#2592 1851 S Platt Parking Complaint
Sgt Nieman responded to above for a report of a minivan parked at the entrance to Nature Park blocking a lane of traffic. Sgt located vehicle which was parked legally off the side of the road. No problem found.

CFS#2591 1751 Parking Complaint
Ofc Chatell responded to a report of a vehicle blocking access to complainant’s driveway. A citation was issued.

 
CFS#2589 1605 First/York Loose Dog
Ofc Walters responded to above to check the area for a loose Sheppard or Husky. Ofc checked the area and was unable to locate it.

CFS#2577 0000 35 Neckel Warrant Arrest
Ofc House handled report from District Court re subject who appeared on an outstanding Milan PD warrant for Malicious Destruction of Property.

Saturday April 20

CFS#2576 2331 35 Neckel Warrant Arrest
Monroe County called to advise they had arrested a subject on an outstanding Milan PD warrant.

CFS#2574 2054 Citizen Assist
Ofc Chatell responded to assist a lift assist for a 91 YOF that had fallen. She stated she wasn’t injured just needed help getting up.

CFS#2573 2047 35 Neckel Special Detail
Ofc Chatell raised city flags back up to full staff.

CFS#2570 1415 Peace Keeping/Civil Matter
Sgt Couture stood by while a subject attempted to deliver court papers.

CFS#2568 1108 Dexter/Spink Suspicious Incident
Sgt Couture responded to the area for a report of a silver 2010 Ford Escape parked in the area with the occupant appearing to be watching a house. Sgt made contact with the subject in the car; he was waiting for a friend that lives on Spink.

CFS#2567 1038 Family Trouble/911 Hang up
Sgt Couture responded for a 911 hang up. Subjects advised they had gotten into an argument; no assault. One left for the day.

CFS#2562 0044 W Main/Tolan Animal Complaint
Ofc Chatell and Ofc House responded to the area for a report of a German Sheppard running loose. Ofc Chatell observed the dog in the area of Marvin St and Second St. Contact with the canine was attempted on several occasions, but the dog would run away and not allow either officer to get close to it. The dog eventually fled into a yard on Hurd St where contact was made with the owner and the dog was safely secured.

Friday April 19

CFS#2560 2052 1000 block of Dexter Suspicious Incident
Ofc Chatell responded for a report of 5 males all wearing backpacks running into traffic in front of McDonalds on Dexter St. Area was checked by Ofc; subjects were gone.

 

CFS#2558 1940 Assist Medical
Ofc Chatell responded to assist MAFD/HVA on a medical for a 4 YOF that had fallen into a pool and had a minor injury. Subject was transported to the hospital; non-serious injuries.

CFS#2557 1846 Ann Marie Alarm
Ofc Chatell/Reserve Symons responded to a burglary alarm called in by ADT. Contact was made with a key holder by ADT who called back and stated he was on his way home and said we could cancel.

CFS#2556 1842 35 Neckel Special Detail
Ofc Chatell/Res Symons delivered Council packets.

CFS#2555 1730 35 Neckel Special Detail
Ofc Chatell conducted simulator test for drunk driving enforcement.

CFS#2552 1543 Argyle Cres Assist MAFD
Ofc Terrill/Res Symons responded to assist MAFD on a carbon monoxide alarm. MAFD checked house and did not detect any CO.

CFS#2551 1502 Peace Keeping/Civil Standby
Ofc Terrill/Res Symons responded to stand-by while subject attempted to deliver court papers.

CFS#2550 1454 Dexter/Lewis Loose Dog
Ofc Terrill/Res Symons responded to above location for a report of a white Husky running loose. Ofc met up with owner who was able to retrieve the dog.

CFS#2549 1136 Michigan/Marvin Suspicious
A deputy from WCSD called to advise a subject he pulled over wanted to report that he had noticed a silver car on Michigan Ave. across from Paddock that was occupied with four people, and the people inside appeared to be slouched down, possibly watching the school. There area was checked. An unoccupied silver vehicle was located in the area; nothing was amiss.

CFS#2548 1034 Suspicious Incident
Complainant came into the PD to report possible attempt fraud. Complainant received a call from someone claiming to be a Microsoft rep stating they were calling to help him with computer issues. Complainant advised they had not reported any computer issues, nor were they experiencing any. When complainant started asking questions of the caller, the caller became evasive. Complainant did not provide any personal/identifying information. Ofc Terrill took the report.

CFS#2547 1019 Greentree Ln Hit and Run Private Property Damage Crash
Complainant advised her vehicle was struck the previous night while parked.

CFS#5877 0803 S Platt Threats Complaint
School Resource Officer Heams assisted with a report from a parent that her child was receiving threats.
CFS#2543 0735 800 block of County Malicious Destruction of Property
Complainant reported a tire on his car was slashed while it was parked at the business.

CFS#2542 0626 Jefferson Suspicious Circumstance
Ofc Walters responded to a report that caller heard a door slam inside the residence and was concerned someone was inside. It turned out the storm door was not latched and was being blown by the wind. The officer checked the remainder of the home and found it secure.

CFS#2539 0123 County Suspicious Circumstance
Complainant called concerned that a youth had thrown rocks at the house. Sgt. Butler checked the residence and there was nobody around and no damage.

Thursday April 18

CFS#2534 2105 W Main Alarm
Sgt Butler responded to the address of the ATM machine for Chase. The Alarm Company called stating that they lost communication with it. Ofc checked it and it was secure.

CSF#2532 1935 Ferman/Michigan Solicitation
Sgt Butler responded to the above area for solicitors going door to door selling alarm systems; area was checked with negative results.

CFS#2529 1525 S Platt/Redman Assist DPW
Dispatch was informed that the light facing west at above location was out. DPW was contacted and advised they would be sending someone out to repair the signal.

CFS#2528 1313 Dexter/Arkona Welfare Check
Caller advised there was silver SUV parked next to the road and the driver looked to be in distress. Officer Burgos checked the area with negative results.

CFS#2526 1306 W Main Possible Fraud
Business Rep called to say that two males bought a large number of gift cards using a credit card. They were observed high-fiving one another as they exited the store and entered a vehicle. Complainant was concerned a fraud may have occurred. Follow-up indicated the card number they were using belonged to an individual in another state and was possibly used to create a counterfeit card. Ofc Terrill managed to identify a possible suspect; investigation on-going.

CFS#2524 1213 Allen Open Door
Complainant called to report there was a residence with the door wide open and no one around; Officer Burgos checked and did not find anything amiss.

CFS#2522 0929 35 Neckel Assist Other Agencies
Saline called to report they raised their dam ; PD Dispatch contacted DPW and Monroe County. We raised ours, as well.

Wednesday April 17

CFS#2518 2127 89 Wabash/Island Water Rescue
Ofc Walters assisted MAFD/SAFD and HVA with a water rescue of 2 youths that were stuck on the island on Ford Lake. The 2 youths had set out in a blow-up boat earlier in the evening, were drinking, and got stuck on the island during the storms. They were not confident enough in their ability to return to shore in their raft on their own due to having been drinking. They were both transported to the hospital as a precaution, as they were very cold and wet.

CFS#2517 1959 MIPD Warrant Arrest
Monroe County dropped off a subject on an outstanding Milan PD warrant for Assault and Battery. He was unable to post bond and was eventually taken to Washtenaw County Jail.

CFS#2515 1751 W Phillips Assist MAFD
Sgt Butler responded to a report of a tree on fire after being hit by lightening. MAFD also responded and the scene was secured until DTE could arrive. Brief power interruption in the immediate area.

CFS#2514 1713 Squires Alarm
Ofc Terrill checked on an alarm at the business; all appeared secure.

CFS#2512 1615 35 Neckel ct Civil Issue
Ofc Terrill met with subject regarding concerns he had over custody issues/custody exchange.

CFS#2511 1601 MIPD/AA PD Warrant Arrest
Ofc Burgos completed a warrant arrest report on subject arrested by Ann Arbor PD on an outstanding Milan PD warrant; subject posted bond.

CFS#2509 1515 W Main Larceny
Ofc Terrill made contact with rep from the store regarding a larceny that occurred on Sunday. Ofc Terrill was able to identify the suspect. Charges pending.

CFS# 2507 1406 Wabash/Redman School Bus Violation
Officer Terrill took report for a school bus signal violation and is following up.

CFS# 2506 1352 Hack House Alarm
Officer Terrill checked the Hack House after we received notice that there was an alarm sounding; building checked and found secure.

CFS2501 0307 Dexter/Hurd Traffic Arrest
Ofc Walters stopped a vehicle for a traffic violation and found that the driver’s license was suspended. Subject was arrested, booked, and released.

 

 
Tuesday April 16

CFS#2498 2325 Dexter Suspicious Person
Complainant reported a suspicious occupied vehicle parked on the business property. Sgt Butler made contact with driver who advised that he was driving from Florida to Bay City, MI and that he was having transmission problems. He advised that he was just going to sleep for a few hours so the transmission could cool down before he continued on to Bay City. He advised that he would move his van to another location since he was causing the employees where he had parked concerns.

CFS#2497 2304 Canfield Home Invasion
Ofc Walters took a report of a home invasion. Complainant returned home to find the screen cut and some money missing from a wallet. Nothing else was tampered with/disturbed.

CFS#2496 2152 North/Miller Suspicious Person
Ofc Walters and Sgt Butler responded to the area for a report of a male subject in the street on his knees. Ofc’s made contact with the subject who was intoxicated. Assistance was arranged.

CFS#2789 1903 Division/RR Tracks Juveniles
Sgt Butler responded to the area for a report of 2 young males playing on the RR Tracks. Ofc checked the area. The subjects were gone.

CFS#2488 1805 89 Wabash Found Wallet
Sgt Butler met with complainant in the lobby of the station regarding a wallet he found in Wilson Park. Owner contacted who came to PD and picked it up.

CFS# 2485 1319 S Platt Suspicious Person
Symons Elementary staff noticed a subject outside the back area of the building whom they did not recognize. School Resource Officer Heams met with the subject. It was one of the employee’s son’s coming in to pick her up.

CFS# 2484 1106 50 Neckel Littering
Sgt Couture talked with a subject that parks near the ball field on his lunch breaks and reportedly has been throwing his cigarette butts out the window.

CFS#2481 0223 Assist Washtenaw County Sheriff Office
Ofc House assisted WCSD on a domestic.

CFS#2477 0002 Division Larceny
Ofc House met with complainant reference a theft of two boat motor covers.

 

 

 

Monday April 15

CFS#2470 1929 Redman Found Property
Sgt Butler responded reference a remote found next to a mailbox.

CFS#2468 1750 Iva Traffic Hazard
Ofc Chatell responded to check the area for a basketball hoop in the middle of the roadway. Ofc located hoop and it was moved out of the street.

CFS#2467 1701 Custody Dispute
Ofc Chatell responded to a custody dispute and mediated the situation.

CFS#2466 1607 Hurd Assist MAFD
Sgt Couture responded to assist MAFD on a reported natural gas leak outside of the apartment complex. Sgt/MAFD checked area and a slight odor of gas was detected. DTE was contacted.

CFS#2465 1550 Prairie Lane Traffic Complaint
Sgt Couture responded to a report of a white Taurus driving at a high rate of speed down the street. Sgt checked area and was not able to locate the vehicle.

CFS#2464 1532 Dexter Private Property Crash
Sgt Couture responded to a private property crash; no injuries.

CFS# 2461 1218 50 Neckel Suspicious Persons
Sgt Couture checked on a report of juveniles going in and out of the woods. It turned out they were doing a school project on GPS Tracking.

CFS# 2459 0856 Main/Platt Red Light Out
Complainant advised the red light was out WB Main at Platt. Road commission notified.

CFS# 2458 0856 E Main Found Dog
Sgt Couture picked up a Beagle; owner was notified and picked up dog after paying fee.

Sunday April 14

CFS#2453 2345 Goldfinch/Allen Extra Enforcement
Ofc House conducted some additional traffic enforcement in the area for speeding violations.

CFS#2452 2140 North Alarm
Ofc House and Ofc Walters responded for residential burglar alarm. The home and garage were checked and found to be all secure.

 
CFS#2449 1939 Main Dog at Large
Ofc Walters responded for a dog that was running around without a leash. The complainant secured the dog until the Ofc arrived. The ofc returned the dog to the station. The owner was located, arrived, and took the dog home.

CFS#2448 1910 Wabash & Neckel Dog at Large
Ofc Walters responded for a dog that was roaming around in the street. Upon arrival the dog was being secured by the owner.

CFS#2446 1556 City Wide General
Sgt Couture delivered Council Packets for Monday’s meeting.

CFS#2444 1316 County Alarm
Sgt Couture responded to above for a burglar alarm coming from a door at a business. Dispatch attempted to contact a key holder but was unsuccessful. Sgt checked the exterior of building which appeared secure.

CFS#2441 0058 Domestic/Family Trouble
Ofc House/Sgt Nieman responded to a report a 911 Hang-up. Upon arrival officers spoke to occupants who had been arguing.
